YOCA: Set Day Number

I need to update the Day posts to use an automatic day number based on the year of code's start time, and start thinking about how we handle the day not meaning much as we move into multi-year, and not every day is logged.

Create DB and Web UI for configuring site settings.

So far, I haven't needed any extra settings that could be configured from the app, most things are dynamic enough or made into full features.
